Transit Planning
TGC’s history is rooted in transit, with our founder, Barry M. Goodman, JD, serving as Senior Legal Counsel for the Urban Mass Transportation Administration (Federal Transit Administration) and Houston METRO’s first Executive Director. Clients continue to trust TGC to help them achieve success for their agencies and riders based on our foundational knowledge, technical capacity, and focus on implementation. Our transit work is as diverse as the industry itself, from our services in Grant Management, Compliance & Procurement; Intergovernmental Relations & Funding Pursuit; and Environmental; to the following transit specific expertise:

TGC works with rural and urban transit agencies to ensure sites and facilities safely meet agency needs. We assess conditions, evaluate current and future requirements, explore partnerships, and provide technical assistance during all stages of site selection, advanced planning, preliminary design, funding pursuit, and construction phasing.

TGC creates practical, implementable transit development plans based on thorough public and stakeholder engagement, paired with strong analytical practice. We enjoy exploring how to improve transit in challenges circumstances and understand the realities of agencies operating in rural or urban contexts.

TGC helps clients identify the breadth of all transit alternatives, model each alternative’s outcomes, explore various alterations to service quality, fairly evaluate merit, and iteratively engage the public and stakeholders to select a preferred alternative.

TGC combines desktop analytical work with on-site data collection at transit stops and stations, or locations where riders experience transit before and after boarding. We excel at inventorying conditions, interviewing riders and agency staff, prioritizing improvements, and helping arrange the actual improvements.

TGC performs routine planning and provides administrative support for a variety of clients, both temporarily to augment staff during a particular effort and in an ongoing manner. We provide clients with a wide array of transit-related technical assistance, such as reporting to the National Transit Database (NTD), benchmarking services or processes (internally and to peers), exploring service change implications, and exploring financial capacity or strategies.

TGC provides clients with expert management of complex intergovernmental processes, including the creation or alteration of official status with state or federal governments. We facilitate the receiving and recognition from local stakeholders, including County Commissioners, Mayors, and City Councils, and from funding agencies such as Metropolitan Planning Organizations, State Departments of Transportation, and Federal Transit Administration. We leverage our in-depth knowledge of transit administration to complete all compliance documents and programs as required, procure goods and services, provide administrative support for our client’s Board of Directors, and ensure a smooth transfer of all assets and personnel.
Featured Team Member | Jonathan Brooks
TGC Transit Practice Lead Jonathan Brooks coordinates transit-related planning and technical assistance efforts. He seeks opportunities to help transit stakeholders develop data-informed, human-directed solutions and plans. Jonathan enjoys exploring challenges at multiple levels, from operations staff on up to executives to boards and ultimately transit riders. He actively rides transit and occasionally bikes places too. Past experiences – from his roles as a motorcoach operator and run-cutting supervisor in the private sector to over a decade in transit research and then five years in non-profit advocacy in walking, rolling, biking, and transit – now enable Jonathan to look at challenges and opportunities from multiple angles and seek practical outcomes.
