Leander Transit Demand Analysis

The City of Leander (City), per the City Council, commissioned a Transit Demand Analysis to provide information needed to evaluate the City’s relationship with the Capital Metropolitan Transit Authority (CMTA) and transit services within the City. During the study, CMTA provided rail service (Red Line), commuter bus (MetroExpress), and demand response (Metro Pickup) service within the city limits.

TGC provided the City with a detailed financial analysis of existing transit services, including but not limiting to, cost per trip, cost per capita, sales tax contribution projections, and peer comparison of similar financial data. TGC also examined national literature and met with local developers to help determine the effect of public transit on station area land use values and development potential.

As part of the study, TGC completed a detailed demand analysis for the Red Line, MetroExpress, Metro Pickup and local fixed route. The demand analysis included development of a Transportation Equity Demand Index and a Logit Model to determine the future demand to areas throughout the City and region. The demand analysis is now serving as the basis for future transit service needs for the City.

In order to meet the projected transit demand, TGC provided the City Council with various service delivery models, three different alternative transit scenarios, and administrative needs to implement the service. In addition, TGC provided an implementation strategy, which included cost and funding opportunities.
