Conroe Connection Planning and Administration
Since 2008, TGC has worked with the City of Conroe to plan and implement mobility improvements throughout the city. Mobility projects have ranged from back-of-curb to intersection improvements, added capacity, roadway reconstruction, and transit services and infrastructure. Predictions of rapid growth were realized in 2016 when Conroe was recognized as the fastest growing mid-size city in the nation. Rapid growth brings challenges, and in a world with more mobility needs than funding, TGC worked with the City to plan and prioritize mobility projects to identify those that provided the greatest benefits and were the most competitive for discretionary funding.
Since 2008, TGC has assisted the City of Conroe in achieving the following:
Reach FTA grantee status
Plan and launch a new fixed route and ADA transit service
Develop and deliver a new commuter bus
Implement pedestrian-transit access improvements like sidewalks, ADA ramps and crossings, and bus shelters
Plan for and administer the City’s transit program
Complete procurements and provide construction administration services to ensure the City meets all federal and state compliance requirements
Complete a long-range transportation plan, which has been incorporated into the City’s 2040 Comprehensive Plan
By 2018, our planning efforts served as the backbone of over $116M in roadway improvements. Our successful strategic development of projects has resulted in the significant influx of public and private resources to help Conroe meet its growing mobility challenges.
In 2020, TGC completed a long-range transportation plan for the City of Conroe. The process included the development of goals and objectives derived from a peer review of state, regional, and federal agency goals, public engagement, discussion and coordination with City staff and elected officials, along with a data-driven needs analysis and existing conditions summary. The data approach included a review of existing and proposed traffic counts, safety, access conditions, and the public transportation network. The plan was incorporated and made a component of the City’s 2040 Comprehensive Plan.
Recommendations included:
Review of the City’s Major Thoroughfare Plan and updates related to conformity with the Houston-Galveston Area Council’s Travel Demand Model (TDM) for roadway type, lane configuration, and development projections;
Safety improvements on a variety of corridors and intersections within the City, to be further refined via a specific safety study;
Development of a comprehensive Intelligent Transportation Systems (ITS) plan to further define signalization and ITS improvements throughout the City;
Consideration of Capital Recovery Fees (CRF) to recover costs associated with new private development; and
Pedestrian, bicycle, and transit accessibility improvements, specific projects, and mechanisms to sustainably fund these improvements.
