Examining Microtransit Delivery Options for Future Transit Implementation
In 2023, the City of Cedar Park (City) completed a Mobility Master Plan (MMP), and one of the plan recommendations involved developing a Request for Proposal (RFP) to implement a microtransit pilot program for a period of two to three years for either of the preferred scenario delivery options. After a competitive bid process, the City hired TGC as lead consultant for this effort.
City Council provided TGC with the basic parameters for three microtransit scenarios for assessment. TGC examined various service delivery options, including Transit Network Company (TNC) Partnership and Turnkey Microtransit, before further thoroughly analyzing three microtransit service delivery options:
1. TNC with Access for All Users
2. TNC with Access for Select Users
3. Turnkey Microtransit Service
For each microtransit scenario, TGC developed annual trips for the non-wheelchair and wheelchair accessible trips and cost (staff requirements, marketing & additional considerations, TNC/Turnkey cost, Wheelchair Accessible contract, and total cost).
Following our analysis, TGC also developed an implementation plan for the selected microtransit options. The implementation plan included back-of-house considerations, service parameters, geofencing recommendations, and financial considerations.
TGC developed a technical report that was presented to City Council in October 2024. City Council decided to move forward with an RFP for both TNC options (all users and select users). The pilot program is projected to begin in 2025.
