San Antonio Transit Oriented Development Planning
TGC was retained by San Antonio Advisors to explore concepts for the application of transit-oriented development concepts within a planned development called “Vicinia.” TGC utilized this opportunity to complete a park and ride demand analysis and prepare a detailed needs assessment for pedestrian-transit improvements in this area. TGC built upon this information to complete a detailed benefits-cost analysis for the implementation of these improvements to include the integration of a 100-vehicle park and ride facility within the development.
A component of this effort included research and application of findings related to potential tax increment finance tools including a traditional TIRZ and a novel Transportation Reinvestment Zone (TRZ) concept. These concepts were presented to the client for consideration and feedback. Management District frameworks were also explored.
TGC led coordination efforts with VIA Metropolitan Transit to explore innovative methods for integrating proposed improvements into their transit system and identified funding opportunities to facilitate implementation. Strategies included the development of several public-private partnership (P3) approaches which are compatible with Federal Transit Administration (FTA) funding.
