Port Infrastructure Development Program (PIDP) Funding Pursuit

Port Freeport retained TGC to develop a competitive grant application through the Port Infrastructure Development Program (PIDP), operated by the U.S. Department of Transportation (USDOT) Maritime Administration (MARAD). Working closely with the Port, TGC led funding pursuit and developed a successful PIDP application for the Port’s Velasco Terminal Sustainable Expansion Project.

TGC successfully secured nearly $16M in funding.

Port Freeport is leading efforts to develop efficient transportation solutions to move commerce from terminal to Texas markets and the heart of the U.S. The project grant will help ensure the Port continues to modernize their transshipment facilities, including refrigerated container operations. The project includes construction of a new approximately 36,900-square-foot cross-dock warehouse, related site improvements on a roughly 10-acre site, and a new terminal access truck gate. Improvements aim to vastly improve safety, efficiency, and reliability at Velasco Terminal and add new jobs for the local community.

TGC led funding pursuit, process mapping, project narrative, readiness documentation, benefit-cost analysis, and environmental justice review and analysis. The project team conducted site visits, collected data on current truck turns, and developed reasonable turn times in future conditions with the proposed improvements. TGC also secured letters of support and led interagency coordination efforts, as part of the grant application process.
