Port Houston Drayage Electrification Analysis

TGC provided the Port Houston with analysis on the possibility to electrify some of the drayage vehicles at the Port. Electrifying drayage trucks, which transport cargo containers between ports, rail yards, and distribution centers, could provide long-term environmental improvements, but the initial cost of the rolling stock vehicles and charging stations would be a large cost to the Port. To offset the up-front costs to electrify the process, the Port wanted to explore potential grant opportunities to support the project.

TGC assisted the Port with the development of project specifications to include rolling stock, charging infrastructure, other elements, and associated costs and the development of necessary documentation to be used for grant applications. TGC completed a benefit-cost analysis for Build/No-Build scenarios in anticipation of a potential grant application which describes the various societal benefits associated with project implementation, per federal the 2022 USDOT benefit-cost analysis requirements. TGC researched potential competitive grant opportunities, including the Reduction of Truck Emissions at Port Facilities (RTEPF) Grant, along with all pre- and post-award activities to execute the project.
