International District Capital Projects Development Strategy

TGC provided the International District with a Capital Projects Development Strategy prioritizing transportation improvement projects for which IMD could systematically pursue funding to enhance transportation infrastructure and improve safety in the District. Using the 2019 H-GAC Livable Centers Study as a guide, TGC evaluated and ranked 12 projects using 27 metrics across six categories: safety, mobility, access, economic development, equity/environmental justice, and Complete Communities.
After completion of the technical analysis and consultation with the District Board of Directors, a $189.5M program of four projects were recommended to be advanced as priorities for the District:
Bellaire Boulevard Signature Reconstruction, $150M
Bissonnet Street Safe Routes to School Program, $32M
Safe Streets and Roads for All Program, $5M
Intersection Safety Program, $2.5M
For each prioritized project, TGC developed a project purpose and scope, estimated costs, identified public needs and societal benefits, completed a desktop environmental review, and provided schematics for selected improvements. TGC identified various federal, state, and local resources that could be pursued to offset the local cost for each prioritized project. To date, TGC has successfully pursued $3M in discretionary grant funding for the District (TxDOT Highway Safety Improvement Program grant and federal Community Project funding) that aims to significantly reduce fatalities and serious injuries at five crash-prone intersections.
