Major Thoroughfare and Freeway Plan (MTFP) Consulting

In 2022, TGC was retained by the City of Houston to serve as staff augmentation for the completion of their annual Major Thoroughfare and Freeway Plan (MTFP) update process. In addition to reviewing the 20+ proposed amendments and rendering findings of fact, TGC coordinated with the City and the Houston-Galveston Area Council (H-GAC) to complete Travel Demand Model (TDM) runs for each of the proposed amendments. TGC was responsible for reviewing, interpreting, and communicating the proposed impacts of the amendments based on the outputs from the H-GAC TDM.

TGC was also responsible for QA/QC of the model outputs to ensure that links and segments were programmed, connected, and otherwise working correctly. This information was communicated to the City in a series of technical memorandums to assist the Planning Commission in rendering final decisions on the proposed amendments.
