Energy Corridor District Value Capture Analysis
TGC was retained by the Energy Corridor District to develop an economic development strategy focusing on the area’s recovery from the COVID-19 pandemic and related impacts to the commercial office marketplace. TGC completed extensive research and completed a robust economic analysis for the District which compared the area to several other central business districts (CBD) within the City of Houston. The analysis identified the lack of public infrastructure investment in the area, relative to other CBDs, and identified the recommendation for one or more value-capture tools to support infrastructure investments.
TGC supported this recommendation with an infrastructure analysis, which resulted in the creation of a capital improvement program (CIP) that could be funded and implemented via that same value capture tool. The findings were packaged and submitted to City of Houston leadership for consideration and advancement. Photos provided by the Energy Corridor District.
