Doña Ana County Funding Pursuit & Planning

In 2022, TGC worked with Doña Ana County, New Mexico as the lead planning and funding consultant and developed grant applications through two competitive programs.

TGC successfully secured a $31M grant from the USDOT Federal Railroad Administration (FRA) FY22 Railroad Crossing Elimination (RCE) Program for a project in Doña Ana County. The project scope includes the addition of a grade separated crossing in Santa Teresa to achieve the following:

  • Improve industrial parks access in the area,

  • Reduce congestion to the Union Pacific Railroad (UPRR) and Intermodal facilities, and

  • Support freight uses in an area with anticipated levels of continued economic growth.

The proposed project will support project development, right-of-way acquisition, final design, and construction activities. The crossing sees 40 trains per day, and the project will benefit vehicular mobility in the area to reduce congestion and delays for accessing the nearby industrial parks. TGC had previously been successful in funding the preliminary engineering work, enabling us to take this project through the project development process.

To address safety concerns and prevent excessively high rehabilitation costs, TGC collaborated with Doña Ana County to also pursue funding for bridge replacements via the FY22 Bridge Investment Program (BIP). The grant application requested nearly $5M in funding to replace nine bridges, which would improve access, address safety, and modernize aging infrastructure.
