Capital Area Transit System Sub Area On-Demand Transit Plan

TGC was retained by the Capital Area Transit System (CATS) to evaluate public transportation services in the City of Baker, LA and the Airport-Southern sub areas located within the Baton Rouge Metropolitan Statistical Area. This planning effort aimed to explore the feasibility of implementing accessible transit solutions where conventional transit may not be suitable due to segregated land uses and the unavailability of a robust pedestrian network.

Accessible transit services are defined as non-traditional public transportation options such as bike-sharing, car-sharing, electric scooter, and on-demand transit or microtransit. To understand whether the sub areas had the appropriate conditions to support accessible transit solutions, TGC completed the following:

  • Thorough review of existing conditions and supporting literature

  • Market analysis

  • Pedestrian-transit access assessment

  • Demand analysis

  • Benefits analysis and cost estimating for each solution

TGC utilized information from our technical analysis and stakeholder/community input to provide CATS with a fundable implementation plan.
