Waller Infrastructure and Economic Development Plan

TGC developed a short-range (5 year) and long-range (6-10 year) Capital Improvement Plan (CIP) designed to capitalize on current and future discretionary funding opportunities and also to inform a long-term capital improvement program for the City of Waller. Short-term outcomes of this effort included securing $1.1M in Transportation Alternatives-Set Aside funding for the City, TxDOT agreeing to construct a $600,000 access improvement along US-290, and TxDOT agreeing to extend a $4.26M widening and reconstruction project along FM 2920 through the City. TGC activities included:

  • Development of a vision and goal statement

  • Desktop and in-field infrastructure needs assessment

  • Development of a program of projects

  • Project scoping and benefit quantification

  • Environmental assessment of federally eligible projects

  • Funding and implementation strategy

  • Facilitation of public meetings

TGC served as project manager and overall lead in the planning and implementation of a $1.5M project to revitalize Downtown Waller. Services included intergovernmental coordination, project financial planning, design management, and owner’s representation. TGC also spearheaded a number of project modifications to accommodate the development of adjacent municipal facilities and a planned city plaza. Ultimately, the project was let for construction under budget and has led to the establishment of new businesses and activity in Downtown Waller.

Our firm was recognized as an important team member in the advancement of Downtown Waller improvements at the H-GAC Bringing Back Main Street Roundtable event in Waller City Hall and Civic Plaza.
