The Woodlands Township Transit Planning

TGC serves as a general planning consultant for The Woodlands Township Transit Department since 2020. Our role has been predominantly focused on the areas of procurement and compliance assistance, including preparation for an upcoming Federal Transit Administration (FTA) Triennial Review and the development of materials for funding opportunities to include the FTA's 5339(b) and LoNo program. TGC has assisted in the development and update of Civil Rights programs including Title VI plan and DBE goal settings as well as Township policies and procedures, including maintenance and procurement policies and procedures. TGC has prepared written procurement histories and procurement folders in compliance with federal guidelines and Uniform Guidance (2 CFR 200).

TGC has also assisted the Township in updating their GTFS feed for Google Transit and have developed an update to the Township's Transit Asset Management Plan. In previous years, TGC has been involved in funding pursuit for a variety of park and ride projects, for the development of The Woodlands Township Transitway, and in the facilitation of a major public-private-partnership which resulted in the utilization over $50M in FTA resources in the overall development of The Woodlands Township itself.

TGC has provided a number of recommendations, which have been varied based on the task at hand. The most significant recommendations were likely 'go-no go' decisions for various funding opportunities and guidance related to procurement and compliance. We served as a key consultant in the planning, design, and construction of three park and ride facilities the Township continues to operate today. TGC's involvement with these projects were under the Brazos Transit District who formerly provided transit service within the Township.
