Southwest Civic Core Redevelopment Plan

TGC teamed with UltraBarrio to develop the Southwest Civic Core Redevelopment Plan, an action plan for Houston's most dense and diverse neighborhood. This plan synthesizes and builds upon more than 15 years of community planning and development efforts across the Greater Sharpstown and Gulfton areas, leveraging the collective actions and emergent possibilities of a stronger, more strategic framework for action. 

The Action Plan includes 24 recommendations organized by five primary objectives. The objectives aligned with thematic areas broadly focused on:

  1. A Partnership-led Civic Core Campus at the Southwest Multi-Service Center

  2. Aligning Economic Development policies and programs to bring and grow jobs and human capital

  3. Population Services coordination and filling gaps for highly vulnerable groups

  4. Real Estate and capital investment strategy to meet population needs for housing and commercial spaces

  5. Mobility & Safety improvements to deliver urban mobility network

The recommendations within this plan are estimated to yield approximately $150M in tax increment reinvestment benefits in addition to improving societal outcomes in areas such as public health, quality of life, economic opportunity, transportation safety, and more.
