Our leading work has continually been on the cutting edge of industry standards – a key example includes the utilization of pedestrian and multimodal level of service as a factor for evaluating transportation projects as early as 2005.

  • TGC develops a customized performance-based planning process to identify and prioritize projects based on a variety of measurable metrics. Commonly used factors include safety (crash rates and severity), mobility (AADT and VC ratios), access (transit, activity centers), economic development (property values, employment), and environmental justice and equity (social vulnerability index). We recognize every community is different and requires the customization of factors and analysis.

  • TGC completes transportation master plans as stand-alone efforts, as a component of community/livable center studies or individual sections of larger comprehensive plans. Our approach is rooted in the identification and definition of projects based on purpose, need, benefit, and feasibility of implementation.

  • TGC excels in the development of corridor specific plans, an opportunity for our team to apply a blend of disciplines such as land use, economic development, and multimodal transportation analysis. Our approach includes a review of existing and future land uses; completion of demand/traffic projections; evaluation of alternatives; and provision of project-specific funding and implementation strategies.

  • With a history rooted in multimodal transportation planning, our team of experts offers the insights to help our clients realize their full project potential. Our experience includes the development of pedestrian-transit master plans, hike and bike studies, bicycle and pedestrian plans, transit access studies, and other related products.

Featured Team Member | Robert McHaney, AICP, CTP

Robert McHaney, AICP, CTP, is the Chief of Integrated Planning and is responsible for integrating planners, engineers, urban designers, economists, and policy experts to ensure TGC is at the forefront of helping communities develop plans and projects that fully address today’s most pressing issues. Robert also provides project management support for a variety of TGC clients. He advocates for the transportation field by serving as the Chair for the American Planning Association (APA) Transportation Planning Division (TPD) and Chair of the Transportation Sub-Committee for the APA Texas Advocacy Executive Committee. He enjoys helping develop the next generation of transportation planners by mentoring and teaching American Institute Certified Planner (AICP) prep courses. Robert holds a Bachelor of Arts in Political Science, Bachelor of Arts in Public Policy, and Bachelor of Science in Geography and Land Studies from Central Washington University and a Master of Public Administration from Evergreen State College.

Dayton Mobility & Infrastructure Strategy and Roadway Engineering

TGC worked with the City of Dayton, TX to develop and analyze priority mobility and infrastructure projects, developing seven projects while applying for discretionary funding opportunities and preparing the required analyses for input into the applications. The City was awarded over $2.5M.

METRO Universal Accessibility Bus Stop Optimization

TGC completed bus route optimization studies for 11 bus routes operated by the Metropolitan Transit Authority of Harris County (METRO). Over 1,200 bus stops were reviewed as part of this effort. The primary objective of stop optimization is to provide quicker, more reliable service with less frequent stop-starts through the removal or relocation of bus stops.

Near Northwest Management District Capital Funding & Performance-Based Mobility Strategy

TGC developed a strategy prioritizing transportation improvement projects for which the Near Northwest Management District could systematically pursue funding over the coming years to enhance transportation infrastructure within the District. TGC evaluated and ranked 18 projects using 27 metrics in six categories.

Webster Trail Feasibility Study

TGC examined the feasibility of a trail from FM 270 to Interstate Highway 45 in Webster, TX. TGC coordinated with property owners, utility agencies, public state and local agencies to determine design guidelines, process, and permitting. Additional agencies included the Harris County Flood Control District, US Army Corps of Engineers, and Union Pacific Railroad.

Since 2008, TGC has worked with the City of Conroe to plan and implement mobility improvements throughout the city. Mobility projects have ranged from back-of-curb to intersection improvements, added capacity, roadway reconstruction, and transit services and infrastructure.

TGC completed a Capital Area Transit System Sub Area On-Demand Transit Plan to evaluate public transportation services in the City of Baker, LA and the Airport-Southern sub areas located within the Baton Rouge Metropolitan Statistical Area.

Southeast Texas Regional Hike and Bike Plan

TGC was hired by the Southeast Texas Regional Planning Commission to review and update an original plan created by Texas A&M Texas Target Communities. TGC’s scope of work included the review of federal, state, and local guidance, complete additional public outreach, and create a new project prioritization tool.
