Near Northwest Management District Capital Funding & Performance-Based Mobility Strategy

TGC developed a Capital Funding & Performance-Based Mobility Strategy prioritizing transportation improvement projects for which the Near Northwest Management District (NNMD) could systematically pursue funding over the coming years to enhance transportation infrastructure within the District.

TGC evaluated and ranked 18 projects using 27 metrics in six categories: Stormwater/Drainage, Safety, Mobility, Economic Development, Environmental Justice/Equity, and Public Engagement. After the completion of the technical analysis; consultation with the City of Houston, Harris County, and NNMD staff; and public input, a $48.5M program of five projects were recommended to be advanced as priorities for the District.

For each project, TGC identified various federal, state, and local resources to pursue to offset local costs. Additionally, TGC led the development of a TxDOT Highway Safety Improvement Program (HSIP) grant for a project that aimed to significantly reduce fatalities and serious injuries at a crash-prone intersection within the District.
