  • TGC develops and utilizes a variety of innovative finance and project delivery tools for state and federally funded public infrastructure projects. These methods include the utilization of interlocal agreements and partnerships to reduce administrative burden and create cost and schedule efficiencies; the utilization of flexible funding approaches to transfer funding to different agencies to streamline implementation; and the use of creative matching resources such as the value of ground-leases and in-kind value.

  • TGC develops and leads intergovernmental coordination and advocacy efforts related to federal and state rulemaking, policy, project funding partnerships, and more. Our successes include modifications to administrative rules and findings; effectuating State Department of Transportation investment in local government priority projects; and assembling project funding partnerships amongst several local and regional stakeholders.

  • TGC utilizes a combination of disciplines and integrated approaches to successfully pursue nearly $2B in discretionary funding through a variety of federal and state programs. Our success in rooted in the application of our performance-based planning approach and interdisciplinary expertise.

    Recent successes include:

    • $30M through the FRA’s Grade Crossing Elimination Program

    • $25M through the USDOT’s Better Utilizing Investments to Leverage Development (BUILD)

    • $30M+ through the TxDOT’s Transportation Alternatives Set-Aside Program

    • $20M+ in Community Development Fund and Highway Infrastructure Program grants

    • $8M in Off-System Highway Safety Improvement Project awards

    • $25M+ in FTA Bus and Bus Facility awards

    • $15M+ in EDA Public Works Economic Adjustment Program awards


Featured Team Member | Jim Webb, AICP, ENV SP

Jim Webb, AICP, ENV SP, is the Chief Executive Officer and manages business operations, executes TGC’s strategic vision, and cultivates impactful relationships between clients and their public and private project partners. Jim brings significant experience in transportation planning, economic development, public-private partnership creation, funding pursuit, and overall project management processes. His experience includes work at the Metropolitan Planning Organization (MPO) and Council of Government (COG) level, which provided a comprehensive understanding of how districts, cities, and regions plan, prioritize, and deliver projects. Jim holds numerous TxDOT pre-certifications and additional certifications from FHWA and FTA related to procurement, compliance, and property acquisition. His passion for translating concepts into the built environment has enabled the leverage of significant public and private resources towards project delivery.
