East End Maker Hub

Developed by the Urban Partnership Community Development Corporation and TXRX Labs, the East End Maker Hub is redefining entrepreneurship by ensuring equitable access to affordable workspace for local manufacturers, fabricators, crafters and innovators. TGC was at the forefront of this project and completed a Preliminary Hazardous Materials Assessments to identify any potential major “red flags.”

Building on the preliminary assessment, TGC also completed a Phase I Environmental Site Assessment compliant with ASTM Standard E1527-13, 40 CFR Part 312 (AAI), and City of Houston Department of Public Works standards. TGC completed a regulatory agency inquiry of state, federal, and local regulatory records to identify registered or documented facilities that could potentially impact the site; Texas Commission on Environmental Quality (TCEQ) File Review; and an on-site survey. The site was historically industrial and is located in an urban industrial area, so the ESA required extensive review and analysis.

We completed an update to the Phase I ESA to provide the timeliest information regarding site conditions for financing purposes and prepared environmental documentation for request of a Categorical Exclusion under the National Environmental Policy Act consistent with Economic Development Administration and U.S. Department of Housing and Urban Development criteria. This work included receiving concurrence from the State Historic Preservation Office and Coastal Zone Management Program.

In addition, TGC provided intergovernmental relations support and coordinated with the City of Houston, financing institutions, and other consultants towards successful implementation.
