Economic Development

Clients trust TGC to develop analytical and organizational capabilities to enable evidence-based decision-making and drive economic growth. Integrated with other TGC sectors, our economic development work leverages the power of holistic practice, navigating complexities and cultivating creative solutions at the nexus of mobility, transit, and community planning. We help focus client strategies and drive system-level change through an array of services, including:

  • Economic benefits and value capture analysis,

  • Economic development strategic plans and associated market analysis,

  • Public-private partnerships,

  • Joint development, and

  • Transit-oriented development.

  • TGC develops several methodologies for identifying the economic benefits of public infrastructure and private development projects. These methodologies can estimate short- and long-term job creation, direct and indirect benefits, property value increases, and sales tax generation. We help local government entities understand the return on investment of various public works projects and private developments.

  • TGC creates economic development strategic plans, plan sections, and task-specific analysis for communities, unincorporated areas, and special districts. For project initiatives, we collaborate with our clients to critically analyze data, purpose, and need. For plan recommendations, we help focus client strategies and drive system-level change, developing roadmaps that include the utilization of economic development tools; creation and prioritization of specific initiatives; and development of capital projects to support and encourage job attraction, creation, and retention. This work often includes the completion of a market analysis, leveraging tools to include ArcGIS Business Analyst, CoStar, and various real estate research centers.

  • TGC coordinates and facilitates public-private partnerships through the use of tax increment finance and federal and state funding. Examples include:

    • Creating cost-controlled public parking for a bustling neighborhood center utilizing development agreements.

    • Leveraging a first-of-its-kind Federal Transit Administration (FTA) partnership to enable the creation of a transit-oriented master planned community, complete with park-and-ride lots and a transit-connected Town Center.

    • Extending broadband access in a rural community by creating a unique partnership between a private broadband provider, a community and its water utility, and the Economic Development Administration (EDA).

    • Developing and applying a unique development agreement between a municipality and master planned community developer to enable the planning, design, and joint pursuit of federal resources implementation of a regionally significant major arterial roadway.

  • Our team of experts offers the insights to leverage FTA tools and enable the delivery of joint development and transit-oriented development projects. Our work includes the use of FTA Joint Development provisions to enable the use of federal funding towards commercial lease space; capital lease structures; application of ground-lease agreements; and utilization of incidental use provisions to expand the public benefits of FTA-funded capital assets.


Featured Team Member | Jude Anderson, PMP

Jude Anderson, PMP, is the Economic Development Practice Lead and serves as a subject matter expert on a range of regional to local planning efforts that involve the development of economic development strategies, real estate development partnerships, and market analyses. As an urban planner by training and a skilled economic analyst, he focuses on ways the public sector can bolster and unlock private sector investments. He enjoys developing tailored research methodologies that connect the dots between quantitative data, community aspirations, and stakeholder engagement to develop innovative solutions to complex problems. He holds two Bachelor of Arts degrees in English and Anthropology from the University of Texas at Austin and a Master of Urban Planning from New York University.
