TGC provided compliance assistance to the District in reponse to concerns raised by a FTA 2014 Triennial Review. TGC provided The District with updated documentation and internal controls to maintain compliance in the future. This included an update of the District’s DBE Program in compliance with 49 CFR Part 26, an overall DBE goal for the next three years of third-party contracting opportunities and weighting these opportunities for a DBE Base Goal, updated LEP determinations and policies and procedures that comply with the Title VI requirements under FTA Circular 4702.1 B, and ADA Plan. TGC provided translations of vital information, including the Title VI Compliant forms and Title VI Notice, into languages identified in the LEP determinations. TGC developed an internal compliance document for BTD Staff that reflected the issues addressed above and other implementation information for future outreach and programs. TGC conducted extensive public participation activities as required by the FTA for an ADA Paratransit Plan. This included publishing a draft plan, outreach to the widest range of persons that could potentially use the service, consultation with individuals with disabilities, and a public hearing to discuss the plan.
