The Central Texas Rural Transit District (CTRTD) Administration Facility and Transit Terminal Construction Project demonstrates a total planning effort by TGC from inception to completion. CTRTD was introduced to TGC through a JARC study that involved the City of Abilene. TGC was hired through a competitive process to conceptualize and develop the construction of a new administration facility to replace CARR’s existing, undersized and aging Brownwood facility. CTRTD had purchased a piece of property in neighboring Early, TX and TGC assisted in developing the property for the project. TGC also submitted a number of TxDOT grants for annual calls for projects and received rural discretionary, inner-city bus, TIGER and other TxDOT managed funds, which substantially funded the project. TGC had a number of subcontractors that were involved in updating environmental documentation, design development, construction materials testing and construction management. Major challenge was getting the funding together and the manner in which TxDOT grant funds are available on a reimbursement basis only, without pre-award authority. In the end, the project was built with very little local funds.
