The City of Conroe became part of a large urban area after the changes in urbanized area boundaries resulting from the 2010 U.S. Census. This new large UZA encompasses The Woodlands Township as well as several other municipalities and unincorporated portions of Montgomery County. Under existing state law state transit funding representing the UZA must be channeled through a pre-existing Rural and Urban Transit District, and not available directly between TxDOT and the City of Conroe.
The City of Conroe is a “designated recipient” for the direct receipt of federal transit funding and sought the same status for receipt of state transit funding. TGC requested an amendment on behalf of the City of Conroe to Chapter 458 of the Texas Transportation Code which would refine the current definition of qualified recipients of state transit funding to include “designated recipients” who exists within a large urbanized area, which are not served by a public transit authority.
