The City of Southlake identified the need to provide residents and visitors with an alternative to short auto trips when moving among key attractions in the city. Furthering the City’s tourism and economic development goals by facilitating access to the city’s economic drivers is also a key objective of the implementation of a Southlake “circulator.”
TGC evaluated the attributes, appropriateness, and pros and cons of 21 different transit modes for use as the Southlake circulator. Upon making a final mode recommendation, TGC developed an operating plan to include four conceptual routes, operating costs associated with both public and private operators, capital costs, and ridership estimates. TGC also developed a communication plan detailing recommended strategies for marketing the service and ensuring high levels of public awareness and engagement, which maximizes the probability of success. Finally, TGC developed a finance/implementation strategy delineating the contract structures, revenue streams, and grant opportunities available for implementation of the Southlake circulator service.
